Abstract: Embodiments of this application provide a data transmission method and an apparatus. When more than two radio link control RLC entities are configured for one radio bearer RB, a secondary network device receives indication information from a master network device. The secondary network device may determine, based on the indication information, a master RLC entity associated with the radio bearer, to indicate, to a terminal device, RLC entities that need to be activated and deactivated.

In the method, a first base station receives a first message; the first base station determines, based on the first message, whether to allocate a new RNA to a terminal in an inactive state; and the first base station allocates a new RNA to the terminal in the inactive state after determining to allocate a new RNA to the terminal in the inactive state, so as to reduce signaling overheads; and/or the first base station receives a second message; the first base station determines a communication status of the terminal in the inactive state based on the second message; and after determining that the terminal needs to change the communication status, the first base station controls the terminal to change the communication status.

The second access network device receives the first message from the first access network device, where the first message carries the QFI for the split bearer corresponding to the first access network device and the QoS parameter corresponding to the QFI. The second access network device sends a second message to the first access network device, where the second message is a response to the first message. The embodiments of this application are used to implement QoS control.

Abstract: A data transmission method and a network device are provided. The method can include: determining, by a first network device, that a terminal device enters an RRC inactive state; sending, by the first network device, a first message to a second network device, where the first message is used to configure the second network device, so that the second network device transmits data for the terminal device in the RRC inactive state; and receiving, by the first network device, an acknowledgment message the first message and sent by the second network device. The second network device can transmit data of the terminal device to the first network device to enable the first network device to send the data to a core network, without having to establish a path between the second network device and the core network for the second network device to send the data to the core network.
