Abstract: Embodiments of this application provide a random access processing method. A random access preamble and uplink data are sent in an initiation phase of a random access procedure, and the random access procedure is ended in time after feedback information for the uplink data is received. According to technical solutions provided in the embodiments of this application, a terminal side device may send the uplink data when sending the random access preamble in the random access procedure. In addition, the random access procedure can be ended in advance after the feedback information for the uplink data is received.

A network device receives data carried on a first scheduling-free resource via a first hybrid automatic repeat request (HARQ) process from a terminal device, and decodes the data to generate HARQ feedback information. The network device sends downlink control information (DCI) to the terminal device, where the DCI includes the HARQ feedback information and first indication information. The first indication information indicates the first HARQ process.

Abstract: A data transmission method and an apparatus are provided. The method includes determining, by a first communication apparatus, that transmission of a first data packet has failed, the first data packet being transmitted in a first transmission manner; and sending, by the first communication apparatus, P data packets after the first data packet, the P data packets being sent in a second transmission manner, P is an integer greater than or equal to 1, and a second transmission reliability corresponding to the second transmission manner is greater than the first transmission reliability corresponding to the first transmission manner. In this way, because the first communication apparatus sends the P data packets after the first data packet in the second transmission manner, transmission reliability of the P data packets is improved, so that successful transmission of the P data packets can be effectively ensured, and service interruption can be avoided.

Abstract: A random access method includes working, by a user equipment (UE), on a first bandwidth part (BWP), where the first BWP is a currently active BWP, when the UE needs to perform a random access procedure, the UE performs the random access procedure on an initial BWP or on the first BWP, and when the UE receives BWP switching indication information from a network device instructing the UE to use a second BWP when performing the random access procedure on the first BWP, continuing, by the UE, to perform the random access procedure on the first BWP, or stopping, by the UE, performing the random access procedure on the first BWP, and performing the random access procedure on the second BWP.

Abstract: A method, a base station, and a system for sending radio resource control (RRC) signaling are provided. The method includes a pico base station and a macro base station participate in configuration and generation of an RRC reconfiguration message; the pico base station establishes only one RRC entity that is used to generate a configuration parameter or an RRC entity; the RRC reconfiguration message cooperatively generated by the pico base station and the macro base station is uniformly sent by the macro base station to a user equipment (UE). According to the application, the UE can support an RRC reconfiguration message sent by the pico base station, only by establishing a signaling radio bearer (SRB) corresponding to the macro base station. Accordingly, design complexity and costs are lowered.

Abstract: A counting method and a communications apparatus are provided. The method includes: determining to retransmit a first protocol layer data packet; and if the retransmission is retransmission for the first time, initializing a retransmission counter associated with the first protocol layer data packet; or if the retransmission is not retransmission for the first time and the first protocol layer data packet is not pending for retransmission, updating the retransmission counter or keeping a value of the retransmission counter unchanged. In this way, RLF can be correctly triggered, to reduce a quantity of times of unnecessary RLF triggering and reduce overheads.
