A data transmission method, apparatus, and system are provided, where the method includes: receiving, by user equipment, a data scheduling request sent by a base station, where the data scheduling request carries resource information allocated to scheduled data by the base station, and the resource information includes an unlicensed spectrum resource; determining whether a condition for transmission of the scheduled data on an unlicensed spectrum is met; and if the condition for transmission of the scheduled data on the unlicensed spectrum is met, sending the scheduled data to the base station by using the unlicensed spectrum resource. In the present invention, data transmission reliability can be improved.

The present invention discloses a method and an apparatus for reporting an unlicensed spectrum capability The method includes the following: UE reports a list of unlicensed spectrums that can be supported by the UE and a maximum bandwidth value of each unlicensed spectrum to a serving base station of the UE, so that the serving base station of the UE can configure an unlicensed spectrum resource for the UE according to a received unlicensed spectrum capability parameter. Therefore, a base station can configure an unlicensed spectrum resource according to unlicensed spectrum capabilities that can be supported by different UEs.

Embodiments of the present invention provide a synchronization method, a base station, and user equipment. The method includes: completing, by an unlicensed-spectrum base station, preemption of a radio channel of an unlicensed spectrum at a first time point; determining, by the unlicensed-spectrum base station, a second time point, where the second time point is a subframe boundary at which the base station starts to send an effective subframe; intensively sending, by the unlicensed-spectrum base station, synchronization signals in a first time period between the first time point and the second time point, so that user equipment UE completes uplink synchronization in the first time period; and starting, by the base station, to send the effective subframe at the second time point.

A user equipment includes an acquiring unit configured to record a current quantity of transmission times for performing synchronous hybrid automatic repeat request (HARQ) transmission on data. The user equipment also includes a determining unit, connected to the acquiring unit, and configured to determine, according to the current quantity of transmission times and a maximum quantity of transmission times that is configured by a base station, a manner of the HARQ transmission performed on the data at a current time point. The HARQ transmission manner includes adaptive retransmission and non-adaptive retransmission.

The present invention discloses a data sending method and a user equipment, and relates to the field of mobile communications. The method includes: receiving at least two uplink grants allocated by a base station; grouping uplink grants received at different moments in the at least two uplink grants to obtain multiplexing resources; and multiplexing data to be sent onto transport blocks corresponding to the multiplexing resources and sending the transport blocks. The user equipment includes a receiving module, a processing module and a sending module. In embodiments of the present invention, uplink grants are grouped according to sending moments of transport blocks corresponding to the uplink grants so as to determine multiplexing resources, and data is multiplexed onto transport blocks corresponding to the grouped uplink grants and the transport blocks are sent.

Embodiments of the present invention provide a cell access method, an apparatus, and a system, where the method includes: when user equipment camps on a first cell, receiving, by the user equipment, a first signal offset of the first cell and a random access failure threshold of the first cell; attempting, by the user equipment, to perform random access to the first cell, and counting a quantity of random access failures; and if the quantity of random access failures reaches the random access failure threshold, performing cell reselection, by the user equipment, by using the first signal offset for the first cell; and if no cell meets a service condition in cell reselection, performing cell reselection, by the user equipment, without using the first signal offset. Therefore, a service interruption problem of user equipment when random access to a cell fails in the prior art can be resolved.
