Abstract: Aspects of the disclosure relate to a user equipment (UE) reporting unified access control (UAC) measurements to a network. In an example operation, the UE receives a configuration from the network indicating one or more measurements (e.g., UAC measurements) to record. Thereafter, the UE performs an attempt to access the network and records the one or more measurements associated with the attempt. The UE then reports, to the network, an availability of the one or more measurements after the attempt is performed. The UE may then receive from the network a request for at least one measurement of the one or more measurements. If so, the UE reports the at least one measurement to the network. Other aspects and features are also claimed and described.

Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a base station (BS), a paging communication while the UE is in an inactive mode or an idle mode. The UE may transmit, to the BS and based at least in part on receiving the paging communication, a first communication as part of a random access channel (RACH) procedure. The UE may receive, from the BS and based at least in part on transmitting the first communication, a second communication that includes mobile-terminated downlink data, an indication of an uplink resource, and a radio resource control (RRC) release message. The RRC release message may cause the UE to remain in the inactive mode or the idle mode while receiving the mobile-terminated downlink data. The UE may transmit mobile-originated uplink data using the uplink resource. Numerous other aspects are provided.

One aspect is a method for performing measurement reporting at a user equipment, including: receiving, from a master node, a message comprising a measurement configuration for a secondary node; entering an inactive state; performing measurements according to the measurement configuration for the secondary node immediately after entering the inactive state; generating a measurement report based on the measurements; transmitting, to the master node, an RRC resume request message; receiving, from the master node, an RRC resume message comprising a request for measurement reporting; and transmitting, to the master node, an RRC resume complete message comprising the measurement report; and receiving data from the secondary node.

Abstract: Methods, systems, and devices for wireless communications are described. A first base station may identify that the first base station is a secondary node for a user equipment (UE) operating in a dual connectivity deployment, where the UE is in a radio resource control (RRC) inactive state. The first base station may receive, from the UE, a request to resume communications with the first base station and a second base station that is a master node in the dual connectivity deployment. The first base station may verify the UE using an access stratum context associated with the UE, and resume communications with the UE based at least in part on the request and the access stratum context. The first base station may resume communications as a secondary node or as a master node. In some cases, the UE may resume communications without entering an RRC idle state.

The control plane signaling may include a system information broadcast (SIB) to advertise availability of the feature; a UE capability message that indicates UE support of the feature; and/or radio resource control (RRC) configuration signaling to configure the UE to utilize the feature. Further aspects describe operation and maintenance (OAM) configuration of a base station to utilize the feature. A base station may additionally check for UE eligibility to utilize the feature, e.g., based on the user's subscription. In further examples, various enhancements to the user-plane signaling to utilize the UE-assisted local caching feature are provided. Other aspects, embodiments, and features are also claimed and described.

The apparatus may identify the anchor base station based at least in part on one or more of the first identifier associated with the anchor base station or the second identifier associated with the UE context. The apparatus may transmit a second packet to the anchor base station. The second packet may include at least a portion of the first packet.
