Embodiments of the present invention provide a path switching method, a mobility anchor, and a base station. The path switching method provided in the embodiments of the present invention includes: receiving, by a mobility anchor, a path switch request message sent by a target base station; keeping, by the mobility anchor, a user plane path between the mobility anchor and a serving gateway SGW unchanged if the mobility anchor is to switch a local path; and switching, by the mobility anchor, a user plane path between the mobility anchor and a source base station to the target base station. The solution in the embodiments of the present invention is not limited by a UE feature and a scenario such as a scenario with macro base station coverage, so that core network signaling load is better reduced.

A method for ensuring parallel data random access and a user equipment are provided. An embodiment of the present invention includes controlling a random access sequence transmitted by a user equipment through a physical random access channel (PRACH) not to be sent with other uplink transmission in the same subframe, or, when a random access sequence transmitted by a user equipment through a PRACH is sent with other uplink transmission in the same subframe, controlling a priority of power transmission of the PRACH and a priority of power transmission of an uplink channel over which the other uplink transmission is performed, when power is limited.

A data transmission method including sending, by a base station, request information, an identifier of a wireless local area network (WLAN) access point (AP), and a first Internet Protocol (IP) address of the base station to user equipment, receiving, by the base station, a second IP address assigned by the WLAN AP to the user equipment and confirmation information that are sent by the user equipment, and performing, by the base station, multi-stream aggregation data transmission to the user equipment using the WLAN AP and through the IP tunnel, where the IP tunnel is determined using the first IP address and the second IP address.

The method includes: completing, by an unlicensed-spectrum base station, preemption of a radio channel of an unlicensed spectrum at a first time point; determining, by the unlicensed-spectrum base station, a second time point, where the second time point is a subframe boundary at which the base station starts to send an effective subframe; intensively sending, by the unlicensed-spectrum base station, synchronization signals in a first time period between the first time point and the second time point, so that user equipment UE completes uplink synchronization in the first time period; and starting, by the base station, to send the effective subframe at the second time point.

Embodiments of the present invention provide a spectrum detection method and apparatus, and a base station. According to the method, in the embodiments, a first base station sends spectrum detection information to an auxiliary device, where the spectrum detection information is used to instruct the auxiliary device to detect whether a first spectrum is occupied; then, the first base station receives first spectrum status information sent by the auxiliary device, so that the first base station determines whether the first spectrum in an area in which the auxiliary device is located is occupied. Therefore, it is implemented that the first base station may determine whether user equipment is interfered by another communications system device in a process in which the user equipment uses the first spectrum, so as to implement sharing of a spectrum by the user equipment with the another communications system device.

The method includes: receiving, by a first base station, a power headroom report PHR sent by a terminal, where the PHR includes: power headroom PH of the terminal in a serving cell provided by the first base station, a quantity of physical resource blocks PRBs allocated by a second base station to the terminal in a serving cell provided by the second base station, and PH of the terminal in the serving cell provided by the second base station, and controlling, by the first base station according to the PHR, transmit power of the terminal in the serving cell provided by the first base station.

Embodiments of the present invention provide a cell discovery method and apparatus, where the method includes: determining, by a second network node, modified timing of the second network node according to acquired timing modification information; receiving, by the second network node, uplink resource information of user equipment sent by a first network node; performing, by the second network node, detection on an uplink signal of the user equipment by using the modified timing and according to the uplink resource information; and when detecting proximity of the user equipment, sending, by the second network node, proximity information to the first network node. The cell discovery method and apparatus provided in the embodiments of the present invention prevent from triggering UE to perform unnecessary cell measurement or handover, thereby reducing network signaling load and lowering power consumption of the UE.

A service data offloading method, an access network device, and a terminal are provided. The access network device sends a local area network configuration message and a bearer configuration message to the terminal, configures a local area network for the terminal according to the local area network configuration message, and configures a dedicated bearer for the terminal according to the bearer configuration message, where the local area network configuration message or the bearer configuration message includes a downlink-only data reception indication, so that the terminal receives, in the local area network according to the downlink-only data reception indication, downlink data of the dedicated bearer and prohibits sending uplink data of the dedicated bearer.

Embodiments of the present invention provide a data transmission method and apparatus. The method includes generating a configuration message. The configuration message is used to configure, for user equipment UE, a function of receiving downlink bundled data, and the downlink bundled data is downlink data that is repeatedly transmitted at least twice. The configuration message to the UE and the downlink bundled data are sent to the UE. According to the data transmission method and apparatus provided in the embodiments of the present invention, downlink data is sent to user equipment in a downlink bundling manner, thereby shortening a delay of the downlink data transmission. If the downlink data is PDCCH control signaling, timeliness of an operation indicated by the PDCCH control signaling is improved.

A communication method includes: receiving, by a user equipment, measurement configuration information sent by a base station, where the measurement configuration information is used to instruct the user equipment to perform measurement on a WiFi AP, and the measurement configuration information includes a WiFi measurement object and a WiFi measurement quantity; performing, by the user equipment, measurement on the WiFi measurement object according to the WiFi measurement quantity, to obtain a measurement report; and sending, by the user equipment, the measurement report to the base station, so that the base station determines, according to the measurement report, to offload the user equipment to the WiFi AP or stop communication between the user equipment and the WiFi AP.
