Abstract: A method and a device for obtaining a secondary timing advance are provided. The method includes: after a secondary cell activation command is received or after a secondary cell is activated, if a secondary time alignment timer TAT of the secondary cell does not run, initiating, by a terminal, a random access procedure; and obtaining, by the terminal, the secondary TA according to a TA received in the random access procedure. With the method and the device for obtaining a timing advance according to embodiments of the present invention, a terminal initiates a random access procedure to obtain a secondary timing advance after the terminal receives a secondary cell activation command sent by a base station or after a secondary cell is activated, thereby saving signaling overhead and system resources.

Abstract: A communication method, user equipment, an access network device, and an application server. The method is: allocating, by the access network device, an IP address to the UE; and after the UE notifies the IP address to the application server, performing, by the application server, a data transmission service for the UE by using the IP address. By using the technical solutions of the present invention, a PDN-GW, an SGW, a PCRF entity, an MME, and an HSS in an existing wireless communications network are deleted, and functions of the foregoing network side devices are implemented by using the access network device and the application server. Therefore, it is avoided that an SGW-to-PDN-GW link becomes a bottleneck of a processing capability of the wireless communications network, network layers are greatly reduced, a data transmission delay is effectively reduced, and a network paralysis risk is reduced.

Abstract: Embodiments of the present disclosure provide a communication method and a communications device. The method includes: generating, by a first communications device, a MAC PDU data packet, where the MAC PDU data packet includes at least one first-type MAC CE, each first-type MAC CE is used to carry information about multiple secondary serving cells, and the first communications device determines a location of the first-type MAC CE in the MAC PDU data packet according to a secondary serving cell corresponding to the first-type MAC CE; and sending, by the first communications device, the MAC PDU data packet to a second communications device, so that the second communications device obtains the first-type MAC CE, and determines, according to the location of the first-type MAC CE in the MAC PDU data packet, the secondary serving cell corresponding to the first-type MAC CE.

Abstract: Embodiments of this application provide a data transmission method and apparatus. The method includes: receiving data sent by a terminal in an inactive state, where the data includes to-be-sent data sent by the terminal and identification information of the terminal; determining an anchor base station of the terminal based on the identification information; and sending the data to the anchor base station, so that the anchor base station sends the data to a core-network device. The uplink data of the terminal is forwarded to the anchor base station by using a serving base station and through an interaction between the anchor base station and the serving base station that currently provides an air interface resource for the terminal, and is then transmitted to a core network.
