    Abstract: Embodiments of this disclosure provide a data transmission method and a terminal device. The data transmission method includes receiving first uplink resource allocation information sent by a network side device. The first uplink resource allocation information is used to indicate a first uplink resource. The data transmission method further includes sending a first medium access control protocol data unit (MAC PDU) over the first uplink resource. The first MAC PDU is a PDU obtained through packet assembly on target data based on the first uplink resource. The target data includes at least data content of a second MAC PDU. The second MAC PDU is a previously generated MAC.
