    Abstract: A method may include sending, by a user equipment, a random access preamble message to a network element. The method may also include receiving an uplink grant in a random access response message in response to the random access preamble message. The method may further include adding an implicit timing advance offset to an uplink time domain resource allocation of the uplink grant to establish synchronization of radio transmissions between the user equipment and the network element. The method may also include transmitting a scheduled transmission message including the implicit timing advance offset to the network element. Further, the implicit timing advance offset may be added to the uplink time domain resource before the scheduled transmission message is transmitted.

    Abstract: Various communication systems may benefit from improved network access. For example, communication systems may benefit from deriving a radio network temporary identification at both a user equipment and a base station, without requiring additional uplink signaling. A method, in certain embodiments, may include sending a short identification from a user equipment to a base station during a contention based access instance. The short identification is generated based on an initial cell radio network temporary identification. The method may also include receiving at the user equipment a user equipment radio network temporary identification from the base station. The user equipment radio network temporary identification is based on the short identification.     Abstract: Aspects and embodiments relate to apparatus configured to delay execution of an action based on an execution delay and methods to delay execution of an action. In particular, the example embodiments provide apparatus and methods to delay execution of mobility related events, for example, handover. One aspect provides an apparatus, comprising: at least one processor; and at least one memory storing instructions that when executed by the at least one processor cause the apparatus at least to: obtain an indication of an execution delay to be applied by the apparatus in relation to an action to be executed by the apparatus, the execution delay being based upon one or more operational characteristic of the apparatus; determine that the action is to be executed by the apparatus; and delay execution of the action based on the execution delay. Arrangements and implementations provide a mechanism to mitigate RACH load congestion. Arrangements provide mechanisms to distribute a handover execution load (in the form, for example, of RACH attempts initiated by UE) across a restricted or limited time period.

The handover may be performed from the current cell to one target neighboring cell from the generated list of candidate cells based on the assistance information.
