A policy decision method is provided, including: receiving, by a policy and charging rules function PCRF device, a policy request of a first user sent by a gateway device; determining, according to the policy request, that the first user needs to use a counter of a second user; acquiring, a current status of the counter of the second user by using a session that is of the second user and established between the PCRF device and a charging system; and generating, a control policy of the first user according to the current status of the counter of the second user, and sending the control policy to the gateway device. The present invention can implement sharing of accumulated data among users, reduces processing pressure of the charging system, and decreases a performance loss of the charging system.

A method for installing software components includes: a terminal receives a software component package delivered by a Device Management (DM) server directly or a download address of the component package and a command instructing to download delivered by the DM server, where the software component package contains more than one software component; when the terminal receives the download address and the command instructing to download, the terminal downloads the software component package from the download address; the terminal installs the obtained software component package locally and generates management nodes and subnodes of the management nodes corresponding to the software components under a Deployed subtree of the Software Component Management Object (SCOMO) of the terminal. With the present invention, the process of installing software component is more reasonable. A system and apparatus for installing software components are also provided.

A charging trigger device sends local area network charging information to a charging processing device, where the local area network charging information is charging information related to a mobile local area network service, and the mobile local area network service is a service in which a telecom operator provides intra-group communication for a mobile local area network group based on at least one user plane data gateway. The charging processing device receives the local area network charging information, performs charging processing on the local area network charging information, and then sends a charging processing result of the local area network charging information to the charging trigger device.

A user service processing method in a charging system is as follows: A charging trigger device provides initial quota application mode indication information for a charging processing device, so as to indicate an initial quota request mode previously applied by the charging trigger device for a user service. The charging processing device performs charging processing on the user service based on the indication information, and delivers a charging processing result to the charging trigger device, to enable the charging trigger device to change a charging operation on the user service. In this way, by changing a cooperation relationship between the charging processing device and the charging trigger device, a balance between performance of the charging system and a credit control risk, or between an access delay and a credit control risk is implemented.

Embodiments of this application provide a charging session method and an apparatus. A control plane function entity determines to request a charging function (CHF) entity to establish a service-based interface (SBI) charging session for a 4G data connection. The control plane function entity requests, through the SBI charging session, to perform online charging and/or offline charging in the 4G data connection. According to the method, the SBI charging session that is requested by the control plane function entity to establish for the 4G data connection may support performing the online charging in the 4G data connection, and support performing the offline charging in the 4G data connection. Therefore, the disclosed embodiments simplify a procedure of charging online data and offline data in the 4G data connection by using different charging sessions.

A method and an apparatus for information exchange in online charging in order to reduce frequency of information exchange between a Charging Trigger Function (CTF) device and an Online Charging System (OCS), and reduce a pressure of information transmission between the CTF device and the OCS, where the method includes receiving, by a CTF device, a credit control answer (CCA) message that carries a non-real-time Trigger and sent by an OCS, recording, by the CTF device, charging information before and after a corresponding event of the non-real-time Trigger happens each time before sending a credit control request (CCR) message to the OCS next time, and sending, by the CTF device, the CCR message to the OCS.

A charging processing method is provided and includes: obtaining QoS of a guaranteed data service of a user and a guarantee status of the QoS, performing charging processing on charging data of the guaranteed data service based on the information, when the guarantee status of the QoS changes or a guarantee notification switch status of the QoS changes, disabling a counter in a timely manner, and separately processing charging data that exists before the change and charging data that exists after the change. In this way, an operator can accurately perform charging on the guaranteed data service “based on the guarantee status”, to improve user experience. In addition, the operator can obtain revenue corresponding to occupied network resources.

A quota management method includes: sending, by a client, a charging request to a server, where the charging request carries quota request information and information of quota usage; receiving, by the client, a granted quota and indication information from the server; processing, by the client, the granted quota and a remaining quota on the client based on the indication information, where the remaining quota is a difference between a quota granted by the server last time and the quota usage in the charging request; and using, by the client, a processed quota, and reporting information of usage of the processed quota when a reporting condition is met.

A convergent charging method includes determining, by a session management function (SMF), a charging type of a first data flow and a charging type of a second data flow, where the charging type is online charging or offline charging. The method further includes sending, by the SMF, a first message to a charging server using an online-offline convergent charging session based on the charging types of the first data flow and the second data flow, where the first message includes a first online charging request of the first data flow or a first offline charging request of the second data flow, and the online-offline convergent charging session is used to send the first online charging request and the first offline charging request.
