Embodiments of the present invention disclose a data transmission method, a mobility management entity, and a mobile terminal. The method includes: receiving, by a mobility management entity, a small data transmission parameter that is sent by a home subscriber server HSS or a user equipment, where the small data transmission parameter includes an indication of whether the user equipment supports small data transmission; determining, by the mobility management entity, a small data transmission policy according to the small data transmission parameter; sending, by the mobility management entity, the determined small data transmission policy to the user equipment; and performing, by the mobility management entity, the small data transmission with the user equipment according to the small data transmission policy. The present invention proposes a relatively complete small data transmission solution, thereby implementing effective transmission of small data.

A service control method for a machine type communications device and a related apparatus and system are disclosed. The service control method for the machine type communications device may include: receiving, by an access-network network element, a service request message from a core-network network element, where the service request message carries device type indication information of a user equipment (UE), and the device type indication information of the UE is used to indicate whether the UE is a machine type communications device; determining a device type of the UE according to the device type indication information of the UE; and if a current load of the access-network network element exceeds a set threshold, determining, according to the device type of the UE, whether to execute a service operation corresponding to the service request message.

A method for determining a network optimization policy, an apparatus, and a system are provided. A network optimization device can process a performance parameter of a network and a service requirement of a target service flow by using a network optimization algorithm, to obtain a target network optimization policy, and can apply the target network optimization policy to the target service flow, to enable transmission performance of the target service flow to satisfy the service requirement. Because the network optimization device can automatically determine the network optimization policy based on the network optimization algorithm, efficiency of determining the network optimization policy is effectively improved. In addition, when determining the network optimization policy, the network optimization device further considers the performance parameter of the network.

The querying method includes: sending a data invoking request to an infrastructure node common services entity infrastructure node CSE, where the data invoking request includes an identifier AE/CSE ID of an application entity/a common services entity that provides to-be-invoked data and a data demand of the to-be-invoked data, where the data demand includes a data type demand, a time demand, or a combination thereof; and receiving data meeting the data demand and returned by the infrastructure node CSE.
