    Abstract: Non-terrestrial networks (NTNs) may establish uplink (UL) and downlink (DL) radio frame timing structures to efficiently account for propagation delay and propagation delay variation associated with communications in the NTN. NTNs may manage (synchronize) radio frame timing structures of base stations (e.g., satellites) and user equipment (UEs) in the NTN. Further, UEs may determine timing advance (TA) values to be applied to UL transmissions based on their respective scheduling offset (e.g., offset in UL and DL radio frame timing structures), as well as based on propagation delay or round trip time (RTT). As such, served UEs may determine UL timing such that UL transmissions from the UEs to a satellite arrives at the satellite in a time synchronized manner. In other cases, a satellite may determine UL timing, based on reception timing, such that various UEs in the NTN may implement uniform UL and DL radio frame timing structures.

    Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may identify a coding rate threshold associated with transmitting an uplink control information (UCI) message during a time period, determine whether to reduce a size of the UCI message based on the coding rate threshold, and transmit at least a portion of the UCI message on uplink shared resources allocated for the time period. The UE may determine to reduce the size of the UCI message by dropping portions of the UCI message based on a size of uplink control resources, a size of uplink shared resources, additional parameters signaled to the UE, or some combination of these factors.

    Abstract: Methods, systems, and devices are described for handling transmissions or channels in wireless communications that collide with one another. The described techniques relate to handling the collision between multiple overlapping channels (e.g., two or more channels of the same priority). For example, a collision resolution configuration may include resolving the collisions among the channels of the same priority first (e.g., feedback information transmissions first, and then control information), among the channels of the same service type first (e.g., normal channels first, and then low latency channel(s)), or across all of the channels of all priorities at once. Collisions may be resolved by dropping or rescheduling overlapping information from the lower priority transmission(s) or channel(s) in consideration of the higher priority transmission(s) or channel(s), or by multiplexing or piggybacking overlapping information from a first priority transmission(s) or channel(s) with a second priority transmission(s) or channel(s).

In some aspects, a user equipment may map channel state information (CSI) to first resource elements that are distributed in frequency, wherein the first resource elements are in a set of resources allocated on an uplink shared channel; map hybrid automatic repeat request (HARQ) feedback to second resource elements that are distributed in frequency, wherein the second resource elements are in the set of resources; wherein the second resource elements are reserved for the HARQ feedback and are different from the first resource elements; and transmit the CSI and the HARQ feedback on the uplink shared channel in accordance with the mappings.     Abstract: The described aspects include methods and apparatus for activating a transmitter to communicate in a wireless network. A small cell can determine to activate the transmitter to serve user equipment (UE) in a wireless network. The small cell can then broadcast a portion of a set of broadcast signals in a radio frame and broadcast a remaining portion of the set of broadcast signals along with the portion of the set of broadcast signals in a subsequent radio frame. By refraining from immediately broadcasting all broadcast signals, the small cell can mitigate interference to other small cells. In addition, a UE can determine whether to generate random access channel (RACH) sequences for proximity determination or uplink timing synchronization based on parameters received in a RACH order. Moreover, a small cell with an active transmitter can decode discovery signals from a device to facilitate handover determination.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may receive a first rate matching resource indication that indicates that a first rate matching resource is available for use by the UE in reception of a downlink shared channel. The UE may also receive a second rate matching resource indication that indicates that a second rate matching resource is not available for use by the UE in reception of the downlink shared channel. The UE may identify a rate matching resource indication conflict arising from an overlap of at least one resource element included in both the first rate matching resource and the second rate matching resource. The UE may then resolve the rate matching resource indication conflict in accordance with a conflict resolution rule.
