Abstract: Techniques and examples of determination of receiver (RX) beam for radio link monitoring (RLM) based on available spatial quasi-co-location (QCL) information in New Radio (NR) mobile communications are described. An apparatus receives downlink (DL) signaling from a network. The apparatus determines whether to extend an evaluation period of RLM based on a quasi-co-location (QCL) association provided in at least the DL signaling. The apparatus then executes extension of the evaluation period of the RLM, or not, based on a result of the determining.

Abstract: Methods are proposed to define UE behavior for performing synchronization signal block (SSB) based radio link monitoring (RLM) and channel state information reference signal (CSI-RS) based RLM. In a first novel aspect, if CSI-RS based RLM-RS is not QCLed to any CORESET, then UE determines that CSI-RS RLM configuration is error and does not perform RLM accordingly. In a second novel aspect, SSB for RLM and RLM CSI-RS resources are configured with different numerologies. UE perform SSB based RLM and CSI-RS based RLM based on whether the SSB and CSI-RS resources are TDMed configured by the network. In a third novel aspect, when multiple SMTC configurations are configured to UE, UE determines an SMTC period and whether SMTC and RLM-RS are overlapped for the purpose of RLM evaluation period determination.

Abstract: Various solutions for satellite access network (SAN) or non-terrestrial network (NTN) measurement with respect to user equipment and network apparatus in mobile communications are described. An apparatus may determine a first number of synchronization signal blocks (SSBs) or SSB-based radio resource management (RRM) measurement timing configurations (SMTCs) overlapped in a time domain. The apparatus may determine a second number of satellites to be measured in each of the SMTCs. The apparatus may calculate a scaling factor according to the first number and the second number. The apparatus may determine a measurement period by applying the scaling factor. The apparatus may perform measurements on the satellites within the measurement period.

Abstract: Methods are proposed for UE to perform radio link monitoring (RLM) and beam failure detection (BFD) measurements in a relaxed measurement state with an extended evaluation period for power saving. Different criteria for UE to enter and exit the relaxed RLM/BFD measurement state are proposed. In relaxed measurement state, UE can perform RLM/BFD measurements with an extended evaluation period by a scaling factor K when the serving cell quality is higher than a threshold and/or when the serving cell quality variation is lower than a threshold within a time period.

Abstract: Apparatus and methods are provided for NR CSI-RS based BFD/RLM in FR2. In one novel aspect, BFD in FR2, the evaluation period is extended by the N factor if the CSI-RS for BFD is in a resource set configured with repetition ON or the BFD is performed on CSI-RS#1 without beam information or, where the CSI-RS#1 is configured without beam information if CSI-RS for BFD is not QCL-TypeD with SSB for L1-RSRP beam reporting, nor the CSI-RS for BFD is not QCL-TypeD with CSI-RS for L1-RSRP beam reporting. In one embodiment, the N factor equals to 1 only when at least one predefined RX beam information is included in the RRC configuration. In another embodiment, the predefined RX beam information for BFD is Type-D QCL information for a synchronization signal block (SSB) configured in its TCI state or the CSI-RS#1 is configured with repetition ON.

Abstract: Apparatus and methods are provided for candidate beam detection (CBD) in DRX mode. In one novel aspect, the CBD evaluation period uses the uniformed scaling factor and the base period for the CBD evaluation period is the same when no DRX is configured and when the DRX is configured with DRX cycle length smaller than or equals to a predefined threshold. In one embodiment, the UE receives DRX configuration including a DRX cycle length, determines a base period for an evaluation period of CBD measurements based on the DRX cycle length and determines a multiplicator for the evaluation period based on a scaling factor and one or more measurement factors, and performs CBD measurements based on the evaluation period, wherein the evaluation period is based on the determined base period and the multiplicator. In one embodiment, the scaling factor is the same for all DRX configurations.
