This application provides a network service life cycle management grant method, including: receiving, by a first NFVO, an NS LCM operation request from a sender, where the NS LCM operation request carries an identifier of a first NS instance and a type of an NS LCM operation; sending, by the first NFVO, a grant request to a second NFVO based on the NS LCM operation request, to request the second NFVO to permit the first NFVO to perform virtual resource management for the NS LCM operation performed for the first NS instance. Accordingly, a grant management mechanism is used between the first NFVO and the second NFVO, to implement target consistency.

The present invention provides a method, an apparatus, and a network management system for acquiring an energy efficiency parameter of a network with overlaid coverage, and a radio access network device and a communication system. The network management system can acquire, via the radio access network device, the performance measurement parameter of the target cell in the energy efficiency measurement area and the energy consumption value of the radio access network device to which the target cell in the energy efficiency measurement area belongs, then the network management system further acquires the energy efficiency parameter of the energy efficiency measurement area in the network with overlaid coverage, so as to help an operator with accurately learning about the actual gain brought by the cell energy saving use case.

Embodiments of the present invention provide a method and a device for cell outage detection. The method includes: receiving, by a controlling base station of a first cell, a request message, where the request message is used to request an outage measurement on a second cell, the first cell is a neighboring cell of the second cell; selecting, by the controlling base station of the first cell, a user equipment in the first cell to measure the second cell; receiving, by the controlling base station of the first cell, measurement information obtained by the user equipment by measuring the second cell, and generating, according to the measurement information, information used to determine whether an outage occurs in the second cell; and sending, by the controlling base station of the first cell, a reply message including the information used to determine whether an outage occurs in the second cell.

A configuration method and apparatus which resolves a problem that a forwarding delay of a traffic flow or packet is relatively long. The configuration method includes: a mobile edge ME platform manager determining a network forwarding path NFP from an instantiated first MEC application to a first destination application, where the NFP is used to indicate a forwarding path of a traffic flow or packet that is sent by the first MEC application to the first destination application; the ME platform manager sending an NFP creation request to a virtualized infrastructure manager VIM, to request the VIM to create the NFP determined by the ME platform manager; and the ME platform manager associating the NFP created by the VIM with a first traffic flow rule configured for the first MEC application.

Embodiments of the disclosure disclose a policy transmission method and apparatus in an NFV system. The method may include: obtaining, by a PMF unit, policy information, where the policy information includes a policy rule and a first policy parameter, and the first policy parameter is used to determine a target management unit for the policy rule in a MANO architecture of the NFV system; and transmitting, by the PMF unit, the policy rule to the target management unit based on the first policy parameter. According to the embodiments of the disclosure, an NFVO can be prevented from becoming a policy rule processing bottleneck.

The present invention provides a method, a device, and a system for selecting a self-organizing network (SON) function. The method comprises: an SON function selecting entity receives SON capability information of an SON functional entity, the SON capability information of the SON functional entity comprising: an SON capability supported by the SON functional entity and an activated state of the SON capability supported by the SON functional entity; the SON function selecting entity acquires an SON function selecting policy; the SON function selecting entity performs SON function selection according to the SON capability information of the SON functional entity and the SON function selecting policy. The technical solutions provided by the present invention are applicable to the field of communications, and solve the problem in the prior art that during the operation of SON function coordination, execution conflicts occur among functional instances.

An energy saving (ES) management method for a base station includes: An integration reference point manager (IRPManager) initiates an ES enable/disable procedure or an ES activation/resumption procedure to an integration reference point agent (IRPAgent), where the ES enable/disable procedure is used to allow or prohibit an ES operation on the base station or a cell, and the ES activation/resumption procedure is used to cause the base station or the cell to go into or go out of an ES state. The technical solutions according to the embodiments of the present invention enable operators to perform unified management on an ES procedure for a base station at a base station level or a cell level.
