A terminal device receives frequency band information of N frequency ranges of a cell, and receives characteristic information of radio interface technologies respectively supported in each of the N frequency ranges. N is greater than or equal to 2, and a first radio interface technology is supported in a first frequency range of the N frequency ranges. The terminal device also receives information of a correspondence between a data radio bearer (DRB) and the first radio interface technology. The terminal device receives the service on the DRB within the first frequency range using the first radio interface technology. The characteristic information of radio interface technologies respectively supported in each of the N frequency ranges includes frame structure information.

Abstract: Embodiments of the present invention provide a method for random access in an idle state and a device. The method includes: sending, by user equipment (UE), a random access preamble to a evolved NodeB (eNB), and receiving a random access response message that is sent by the eNB according to the random access preamble; sending, by the UE, a first message to the eNB according to first uplink grant information; and receiving, by the UE, second uplink grant information sent by the eNB, and sending to-be-sent data to the eNB according to the second uplink grant information. According to the method for random access in an idle state and the device provided in the embodiments of the present invention, accuracy of uplink resource allocation is improved during random access of UE in an idle state.

This resolves a problem that the terminal can receive in one cell, an MCCH and the MTCH corresponding to the MBMS, and achieves an effect that the terminal device can receive, from the first cell and the at least one second cell, a same multicast service by using a carrier aggregation technology.

Abstract: Embodiments of the present invention disclose a radio link monitoring method, including: contending, by a base station, for permission of use of an unlicensed frequency band; and sending, by the base station, statistical information of the permission of use of the unlicensed frequency band to user equipment after the permission of use of the unlicensed frequency band is obtained by means of contention, where the statistical information indicates data that is obtained after statistics collection is performed on the permission of use of the unlicensed frequency band according to a preset statistical method, so that the user equipment determines whether a radio link fails. The embodiments of the present invention further disclose a related base station, user equipment, and a communications system. The embodiments of the present invention can improve service quality of the unlicensed frequency band.

Abstract: A communication device receives a parallel hybrid automatic repeat request (HARQ) communication instruction, where the parallel HARQ communication instruction is used to instruct the communication device to send or receive data in a parallel HARQ manner, where the sending data in a parallel HARQ manner by the communication device is sending, by the communication device, at least one data packet with same content within a transmission time interval; and the receiving data in a parallel HARQ manner by the communication device is receiving at least one data packet with same content within a transmission time interval, and performing combined decoding on the received at least one data packet with same content; and the communication device sends or receives the data in the parallel HARQ manner according to the parallel HARQ communication instruction. According to the present invention, a delay of data transmission can be reduced.
