    Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a base station (BS) may determine at least one of a variable random access response (RAR) window start time, a variable maximum quantity of slots for an index of a first slot of a physical random access channel occasion, or scheduling information related to one or more variable delays for an uplink transmission. The BS may transmit, to a user equipment, at least one of information that identifies the RAR window start time, information that identifies the variable maximum quantity of slots, or the scheduling information. Numerous other aspects are provided.

    Abstract: Various designs for reference signals for beam management (BM) in non-terrestrial networks (NTNs) in 5G systems are discussed. NTN platforms determine to transmit a BM reference signal associated with a beam in an NTN. The BM reference signal is configured to facilitate beam switching at a wireless communication entity, and the beam having a beam bandwidth. The NTN platforms determines a frequency resource for transmitting the BM reference signal, and transmits, to a wireless communication entity, the BM reference signal in the determined frequency resource. The wireless communication entity monitors the frequency resource, receives the BM reference signal associated with the beam in the frequency resource, and manages beam selection based on the received BM reference signal. Other aspects and features are also claimed and described.

    Abstract: Methods, systems, and devices for wireless communication are described. In some systems, a network entity may transmit, to a user equipment (UE) while the UE operates in an active state, a control signal including a request for the UE to transition to an inactive state for at least a time period and including a set of communication parameters for subsequent communications after operating in the inactive state for at least the time period. The active state may be associated with monitoring for a downlink control channel and the inactive state may be associated with skipping monitoring for the downlink control channel. The UE may transition from the active state to the inactive state for at least the time period based on the control signal. The UE may subsequently operate in the active state after the time period in accordance with the set of communication parameters indicated via the control signal.

    Abstract: Non-terrestrial networks (NTNs) may establish uplink (UL) and downlink (DL) radio frame timing structures to efficiently account for propagation delay and propagation delay variation associated with communications in the NTN. NTNs may manage (synchronize) radio frame timing structures of base stations (e.g., satellites) and user equipment (UEs) in the NTN. Further, UEs may determine timing advance (TA) values to be applied to UL transmissions based on their respective scheduling offset (e.g., offset in UL and DL radio frame timing structures), as well as based on propagation delay or round trip time (RTT). As such, served UEs may determine UL timing such that UL transmissions from the UEs to a satellite arrives at the satellite in a time synchronized manner. In other cases, a satellite may determine UL timing, based on reception timing, such that various UEs in the NTN may implement uniform UL and DL radio frame timing structures.
