    Abstract: Methods, systems, and devices for wireless communication are described. A network entity may transmit control signaling that indicates a format for group common downlink control information (DCI) associated with tracking reference signal resources. The network entity may transmit the group common DCI that indicates a downlink power control configuration to be applied during transmission of tracking reference signals. A user equipment (UE) may receive the group common DCI in accordance with the format and monitor for tracking reference signals during the tracking reference signal resources in accordance with the downlink power control configurations.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may identify physical uplink shared channel (PUSCH) configuration parameters to send a handover completion message at the end of a handover. A source cell may notify the UE of a handover via a handover command and the UE may acquire system information, and in some cases, a downlink message, from a target cell. The UE may identify a waveform configuration, numerology configuration, and/or modulation scheme using information from the handover command message, the system information, and/or the downlink message. The UE may also determine occasions for transmitting a PUSCH. For example, each occasion may include a set of time-frequency resources on which the PUSCH may be transmitted. The UE may send the handover completion message to the target cell via the PUSCH, during the one or more identified occasions, using the identified configuration parameters.

A user equipment (UE) may receive a first message indicating that a network entity, in wireless communication with the UE, is operating in a first energy saving mode of multiple energy saving modes. The UE may receive information indicating multiple sets of parameters for a radio link monitoring (RLM) operation, each of the sets of parameters being associated with a different energy saving mode. The UE may perform the RLM operation using one or more parameters of a first set of parameters (e.g., a maximum beam failure instance count parameter, one or more threshold parameters, and other parameters) associated with the first energy saving mode.     Abstract: Methods, systems, and devices for wireless communication are described. Devices may synchronize parameters associated with an encryption key to avoid a key mismatch. In a first example, a transmitter and a receiver may each update a respective parameter at each transmission occasion associated with semi-statically allocated resources, regardless of whether signaling is transmitted in the transmission occasion. In a second example, the transmitter and the receiver may each update the respective parameter based on a slot count, rather than at each transmission occasion.     Abstract: Methods, systems, and devices for wireless communications are described in which a user equipment (UE) may perform uplink reference signal bundling for access link communications and transmit sidelink communications using time or frequency division multiplexed resources. The UE may determine to drop or to transmit a sidelink communication based on a relationship with multiple instances of an uplink reference signal that are to maintain phase continuity. The UE may drop a sidelink communication when a time duration between two instances of the uplink reference signal is less than or equal to a time threshold value, and may transmit the sidelink communication when the time duration exceeds the time threshold value. In frequency division multiplexed cases, the UE may set a transmission power for each instance of the uplink reference signal, and the sidelink communication may use a remaining amount of power.
