    Abstract: Aspects of this disclosure provide a technique for implementing polar encoding with incremental redundancy HARQ re-transmission. In particular, a transmitter may encode a message using different polar codes to obtain a first codeword and a second codeword that is twice the length of the first codeword, and transmit the first codeword as an original transmission, and the second half of the second codeword as a re-transmission without transmitting the first half of the second codeword. Information bits that are common to both the first codeword and the second half of the second codeword may be mapped to more-reliable bit-locations in the second half of the second codeword. Decoded bit values for the common information in the original transmission and retransmission may be compared by the receiver to perform a parity check.

In embodiments of the present invention, stream channel quality information is obtained, and then port mapping of a to-be-transmitted data stream is determined according to the stream channel quality information. The port mapping is used to make channel quality of data streams distributed in a same code word satisfy the following: a sum of fluctuation values that is used to represent channel quality of data streams in all code words is less than a sum of fluctuation values that is used to represent channel quality of data streams in all code words under original port mapping.

In one example method, a terminal device determines, based on whether a first frequency offset parameter is in a frequency offset parameter range, whether to access a first cell. If the first frequency offset parameter is in the frequency offset parameter range, a current location of the terminal device is not at an edge of the cell.     Abstract: A communication method and a communication apparatus. In the method, a transmit end obtains to-be-encoded information, where the to-be-encoded information includes k bits, and k is a positive integer; the transmit end determines that a quantity of code blocks is C, and C is a positive integer; the transmit end performs polar encoding on the to-be-encoded information based on C, to obtain C encoded code blocks; and the transmit end sends the C encoded code blocks. In some implementations, the transmit end determines, based on k and a target bit rate, that the quantity of code blocks is C. In some implementations, the transmit end obtains the C encoded code blocks in a code block coupling manner.
