    Abstract: The present disclosure relates to methods and devices for wireless communication including an apparatus, e.g., a user equipment (UE) and/or base station. In one aspect, the apparatus can determine to enter into a two-step RACH procedure in an RRC inactive state. The apparatus can also determine to transmit uplink data in a payload of a message A (MsgA) of the two-step RACH procedure. The apparatus can also transmit the MsgA of the two-step RACH procedure, the MsgA including the payload, the payload including at least the uplink data. Additionally, the apparatus can monitor for a MsgB of the two-step RACH procedure. The apparatus can also receive the MsgB of the two-step RACH procedure, where the MsgB includes a fallback indication including a fallback RAR. Further, the apparatus can retransmit the payload of the MsgA when the MsgB including the fallback indication is received.

    Abstract: The aspects described herein are directed to measurement and reporting procedures of an apparatus (e.g., a low-tier user-equipment (UE) or a regular UE) when a bandwidth part (BWP) of the apparatus includes one or both of a first type of synchronization signal block (SSB) (e.g., a cell-defining (CD-SSB)) and second type of SSB (e.g., a non-cell-defining SSB (NCD-SSB)).     Abstract: Methods, systems, and devices for wireless communications are described. According to one or more aspects, a device, such as a user equipment (UE), may establish a primary cell (PCell) connection and a secondary cell (SCell) connection which may trigger a power headroom (PHR) report and initiate a timer for PHR reporting based on the triggering. The UE may configure a bandwidth part (BWP) associated with the SCell connection to operate in a first dormancy state. The UE may receive an indication to configure the SCell BWP to operate in a second dormancy state and may switch the SCell BWP operations to the second dormancy state. The UE ay determine a status of the timer for PHR reporting and may determine whether to transmit a PHR report based on the status of the timer and the indication to switch the BWP operations.

    Abstract: In a wireless network, a base station may transmit a paging early indication (PEI) to a user equipment (UE) before a paging occasion (PO) to indicate whether the UE should wake up to receive a page, which is more power-efficient than legacy paging reception. However, UEs may not universally support PEI. Furthermore, a UE lacking PEI support cannot realize the potential power savings offered by a PEI. Accordingly, a UE may transmit, to a base station, capability information indicating whether the UE supports a PEI, and the base station may configure paging reception for the UE based at least in part on the capability information. In some aspects, the capability information indicates a minimum gap between a message scheduling a page and a message carrying the page, which allows a two-stage wake up to be implemented for UEs that support a PEI and UEs that lack PEI support.
