Abstract: Enhanced inter-RAT and measurement gap operations are disclosed. In one aspect, a device may generate a customized measurement gap for monitoring control signals of another network for inter-RAT procedures. In another aspect, a device may modify, such as extend or shift, a network measurement gap to generate a modified measurement gap for monitoring control signals of another network for inter-RAT procedures. The device may modify the network measurement gap to align the network's measurement gap, such as LTE measurement gap, with a measurement window of another network, such as an SMTC window of a 5G network. Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) determine that at least one packet of a set of packets for a downlink message is unsuccessfully received at a radio link control (RLC) layer of the UE due to a specific situation of a set of specific situations and may transmit the NACK message based on the missing packet (s) on an as needed basis rather than waiting for a timer to expire (e.g., a fast NACK mechanism). In some examples, the specific situations may include the UE missing packets after a measurement gap, missing packets based on wake up latencies for a discontinuous reception mode of the UE, missing packets due to interference from reference signals transmitted by neighboring cells, missing packets due to the UE not decoding retransmissions that have a same redundancy version (RV) of a downlink message, or a combination thereof.

Abstract: Methods, systems, and devices for wireless communications are described. In some systems, a user equipment (UE), such as a dual-subscription UE, support a first subscription and a second subscription. The first subscription may be in an active mode with a first cell and the second subscription may be in an idle mode with a second cell, and the UE may determine whether to exit or postpone entrance into a merged state in which the UE may perform idle mode measurements for the second subscription using the first subscription and the first cell based on a channel quality-based merge condition. For example, the UE may measure a channel quality associated with a communication link between the UE and the first cell and, in examples in which the measured channel quality fails to satisfy a threshold channel quality, the UE may exit or postpone entrance into the merged state.

Abstract: A user equipment (UE) configured for dual connectivity with a split bearer configuration may transmit uplink data packets to one or both a master cell group (MCG) and a secondary cell group (SCG). The UE may transmit an uplink transmission from a packet data convergence protocol (PDCP) entity over one or both of a first radio link control (RLC) entity associated with the MCG and a second RLC entity associated with the SCG. The configuration including a transmit buffer threshold. The UE may receive, at the PDCP entity, an uplink switch start indication. The UE may activate the second RLC entity in response to receiving the uplink switch start indication. The UE may transmit a buffer status report according to a current transmit buffer level plus the transmit buffer threshold. Accordingly, the UE may communicate with the SCG based on the uplink switch start indication.

In one instance, the UE starts a reselection timer for reselecting to a neighbor cell when a signal quality of a serving cell is determined to fall below a first threshold. The UE then expedites reselecting to the neighbor cell based on a difference between the signal quality of the serving cell and the signal quality of the neighbor cell when the signal quality of the serving cell falls below a second threshold.
