    Abstract: The present disclosure relates to paging methods and apparatus. One example method is applied to a first access network device. The first access network device belongs to a first network, a second access network device belongs to a second network, and the first network may be different from the second network. When UE accesses the first network and downlink data of the second network arrives, the UE may receive the data of the second network. The first access network device receives downlink data of a terminal from a first core network device, where the first core network device belongs to the first network.

    Abstract: A cell measurement method and cell measurement apparatus, the method including receiving, by a terminal device, first information from a network device, where the first information indicates a measurement parameter used by the terminal device to perform cell measurement in an idle state or an inactive state, and a detection signal for the cell measurement includes at least a synchronization sequence or physical broadcast channel block (SSB) or a channel state information reference signal (CSI-RS), and sending, by the terminal device, a measurement result of the cell measurement to the network device based on the first information.

    Abstract: This application discloses a communication method and an apparatus. In a solution of this application, a base station sends, by using dedicated signaling, at least one random access parameter set to a terminal in a connected mode or an inactive mode. The base station receives a random access request of the terminal in a connected mode or an inactive mode. One of the at least one random access parameter set is used in the random access request. In this application, differentiated random access processes may be performed in different scenarios.

    Abstract: This application provides a communication method, an apparatus, and a system, to improve communication efficiency. One method includes: sending, by an access network node to a terminal device, indication information indicating to transmit a quality of service (QoS) flow by using a bearer, wherein a protocol stack corresponding to the bearer supports transmission of the QoS flow through a first path, wherein the first path passes through one of (1) a service data adaptation protocol (SDAP) layer of a master node and a protocol layer below an SDAP layer of a secondary node, or (2) an SDAP layer of the secondary node and a protocol layer below an SDAP layer of the master node; and transmitting, by the access network node, the QoS flow by using the first bearer.
