The adopted means is to immerse the vegetable fiber into a firstly prepared inorganic solution and also into a secondary prepared inorganic solution in turn, while both solutions come into the inherent gaps of the said fiber and become an insoluable and incombustible inorganic compound therewith. The mutual contact and reaction caused by the first and second solutions generate a setting dip and fixation thereupon.
