The cosmetic applicator comprises an applicator head, a stem and a closure. The applicator head further comprises a connecting member, an applying member and a rivet member. The connecting member further comprises a shank portion at a proximal portion thereof, a locking portion at a distal portion thereof, and a flexing portion which extends between the shank portion and the locking portion. The applying member rotates with respect to the stem and the flexible portion of the applicator head flexes during application of the cosmetic product onto the keratinous substrate.
