Embodiments of this application provide a method for triggering a circuit switching fallback procedure, an apparatus, and a system, which relate to the communications field, and can improve a call success probability of a voice service of a terminal when weak coverage occurs in an LTE network. The method includes receiving, by a terminal in an idle state, a system message from an evolved NodeB, where the system message is used to indicate that the evolved NodeB cannot perform a voice service of the terminal and after receiving the system message, initiating, by the terminal, the voice service by using a base station of a 2G/3G network.

Embodiments of the present invention disclose a method and an apparatus for adjusting an encoding rate. The method includes: receiving, by a first terminal device, a message requesting an adjustment in a first uplink encoding rate and sent by a second terminal device, where the message requesting an adjustment in a first uplink encoding rate carries a first encoding rate, and the second terminal device is a peer device communicating with the first terminal device; and when the first terminal device determines that the first encoding rate is greater than an uplink encoding rate currently used by the first terminal device, sending, by the first terminal device, a consulting message to a first network device, where the consulting message carries the first encoding rate, and the first terminal device is within a coverage area of the first network device.

Embodiments of the present invention provide an unlicensed spectrum scheduling method which includes: monitoring, by a scheduling device, a status of a channel, and if determining by means of monitoring that the channel is idle, sending a control frame on the channel so as to reserve the channel, where a frequency domain resource occupied by the channel is in an unlicensed spectrum; sending, by the scheduling device, first channel status information to user equipment UE, where the first channel status information indicates that the scheduling device has reserved the channel; and receiving, by the scheduling device, second channel status information fed back by the UE, and determining, according to the second channel status information, whether to schedule the UE, where the second channel status information is generated by the UE according to the channel status obtained by means of monitoring.
