The present invention discloses a method and an apparatus for reporting an unlicensed spectrum capability The method includes the following: UE reports a list of unlicensed spectrums that can be supported by the UE and a maximum bandwidth value of each unlicensed spectrum to a serving base station of the UE, so that the serving base station of the UE can configure an unlicensed spectrum resource for the UE according to a received unlicensed spectrum capability parameter. Therefore, a base station can configure an unlicensed spectrum resource according to unlicensed spectrum capabilities that can be supported by different UEs.

The present invention discloses a method for processing a radio link failure report, an apparatus, and a system. When a radio link failure occurs in user equipment in a current cell, if security information is activated, the user equipment initiates a radio resource control (RRC) connection re-establishment process. If a re-establishment cell is selected before a re-establishment timing times out, the user equipment sends an RRC connection re-establishment request to a network device, and records an identifier of the re-establishment cell in a radio link failure report. The user equipment sends the radio link failure report to the network device, so that the network device determines, according to the radio link failure report, a reason why a radio link failure occurs in the user equipment.

Embodiments of the present invention provide a cell access method, an apparatus, and a system, where the method includes: when user equipment camps on a first cell, receiving, by the user equipment, a first signal offset of the first cell and a random access failure threshold of the first cell; attempting, by the user equipment, to perform random access to the first cell, and counting a quantity of random access failures; and if the quantity of random access failures reaches the random access failure threshold, performing cell reselection, by the user equipment, by using the first signal offset for the first cell; and if no cell meets a service condition in cell reselection, performing cell reselection, by the user equipment, without using the first signal offset. Therefore, a service interruption problem of user equipment when random access to a cell fails in the prior art can be resolved.

The present invention discloses a method, an apparatus, and a system for collecting information about a WLAN AP. The method specifically includes: a user equipment receives WLAN AP request information from a base station in a Minimization of Drive Tests measurement configuration process, collects WLAN AP information according to the WLAN AP request information, and sends the WLAN AP information to the base station, wherein the WLAN AP request information is used to request the UE to report WLAN AP information. In the technical solutions provided in the embodiments of the present invention, by using an MDT measurement configuration process, a UE may collect and report WLAN AP information based on architecture of a mobile communications network. In this way, WLAN AP information can be conveniently collected.

The present disclosure relates to a terminal device, in which a processing module selects one or more normal carriers or special carriers from a first carrier set for an uplink subframe, where the first carrier set includes all carriers in carrier aggregation that are used by the terminal device to send a first uplink subframe; and a sending module cancels sending of the uplink subframe on one or more carriers, where the special carrier is a carrier on which the terminal device sends neither uplink data nor uplink control information in uplink, and the normal carrier is a carrier that is used by the terminal device to send uplink data and/or uplink control information. An uplink subframe on some carriers is rejected, thereby resolving a problem that information such as a downlink channel characteristic of a carrier cannot be obtained when no uplink reference signal is sent on the carrier.

The method includes: sending, by a base station, configuration information to a terminal, where the configuration information includes symbol quantity information, and the symbol quantity information is used to indicate a quantity of symbols that are used when the base station performs data exchange with the terminal; and sending, by the base station to the terminal, data transmitted in unit of a symbol, or receiving data transmitted in unit of a symbol, where the data occupies m symbols in a time domain, and m is a quantity that is indicated in the configuration information and that is of symbols that are used.

The present invention relates to a scheduling request transmission method, so as to effectively transmit a scheduling request when scheduling request resources are configured on multiple carriers. The terminal receives a configuration parameter for a scheduling request from a base station; when the scheduling request is triggered, the terminal sends the scheduling request on a selected one carrier of multiple carriers according to the configuration parameter. Scheduling request resources are assigned to the terminal on multiple carriers by sending the configuration parameter, so that the terminal can send the scheduling request on the selected one carrier of the multiple carriers according to the configuration parameter. This provides a solution to effectively transmitting the scheduling request.

A user equipment obtains configuration information used to detect a received signal strength indicator (RSSI) value of a signal on an unlicensed frequency, samples the signal on the unlicensed frequency at a sampling interval included in the configuration information to obtain RSSI values of the signal on the unlicensed frequency sampled at sampling moments. The user equipment determines statistics on the RSSI values of the signal on the unlicensed frequency within a statistical window, obtains an RSSI value statistical result of the signal on the unlicensed frequency based on the statistics, and reports the RSSI value statistical result to a base station.

The present invention provides a demodulation reference signal transmission apparatus, system, and method. The method includes: sending, by a base station, a configuration indication to user equipment UE, where the configuration indication is used to instruct the UE to send an independent DMRS and/or instruct the UE to send a combination of a DMRS and uplink data; and subsequently receiving, by the base station, the independent DMRS sent by the UE; and/or receiving the combination of the DMRS and the uplink data sent by the UE. In this way, the base station can trigger the UE to send the foregoing DMRS to complete frequency offset estimation, thereby improving accuracy of the frequency offset estimation.
