    Abstract: This application relates to the field of communications technologies. A method includes: A first device receives first configuration information sent by a second device. The first configuration information includes at least one of information about a reference signal, frequency range information of a radio frequency signal, or bandwidth range information. The first device measures a first reference signal set, to obtain a first measured value. The first reference signal set includes at least two reference signals. The first device determines an expansion factor α based on the first configuration information. The first device determines a second measured value based on the first measured value and the expansion factor α.

    Abstract: Embodiments of this application provide a synchronization signal transmission method, a network device, and a terminal device. The method includes: determining, by a network device, time domain positions for sending m synchronization signal blocks, where the time domain positions are {s1, s2, . . . , sm}+n×T, s1 represents a start symbol index of the first synchronization signal block in a time unit, s2 represents a start symbol index of the second synchronization signal block in the time unit, sm represents a start symbol index of an mth synchronization signal block in the time unit, the time unit includes T symbols; and sending, by the network device, the synchronization signal blocks to a terminal device in the time domain positions of the synchronization signal blocks. The technical solutions provided in this application have relatively high flexibility, and can meet, to some extent, a synchronization signal block sending requirement for a high-frequency technology.

A terminal device determines a frequency position of a random access resource based on at least one of an initial frequency offset, a random access resource configuration period, an uplink channel bandwidth, a bandwidth of the random access resource, a time period of a random access resource, a time period of the random access resource, and a frequency index of the random access resource that are configured by a network device, and the terminal device sends a random access signal to the network device at the determined frequency position.

    Abstract: This application discloses a delay reduction method and apparatus, applied to a random access process. The method includes: sending, by a terminal device, a message 1 to a network device, where the message 1 is a random access preamble; receiving, by the terminal device, a message 2 sent by the network device; and sending, by the terminal device, a message 3 to the network device, where a time gap between receiving the message 2 and sending the message 3 is set by the terminal based on a timing advance (TA) value. In an embodiment, the TA value is related to a message 1 format of the terminal device and a cell radius or subcarrier spacing supported by the message 1. In this solution, a TA value is reduced, and random access efficiency is improved.

    Abstract: This application discloses a communications method and apparatus. The method includes: obtaining, by a terminal device, downlink synchronization signal block index information; receiving, by the terminal device, information used to indicate an association relationship between a random access resource RO and a synchronization signal block; and accessing, by the terminal device, a network device based on the information on an RO corresponding to the synchronization signal block index information. This application further discloses a corresponding apparatus. A time-frequency location of a random access resource associated with each downlink synchronization signal is indicated, so that the terminal device obtains, through downlink synchronization, a time-frequency location for sending an uplink random access signal, to avoid a blind attempt of the terminal device and a beam mismatch of the network device occurring when the network device receives a random access signal, thereby improving efficiency.
