    Abstract: This application provides a resource measurement method and an apparatus. A terminal receives measurement configuration information including N resource sets, and determines, based on a value of N, to send a first measurement result or a second measurement result to a network device. Specifically, the terminal sends the first measurement result to the network device when N>1, where the first measurement result is used to indicate m resources, downlink signals corresponding to the m resources can be simultaneously received by the terminal, and the m resources are in a one-to-one correspondence with m resource sets in the N resource sets. The terminal sends the second measurement result to the network device when N=1.

    Abstract: This application provides a method and an apparatus for determining a cell activation delay. A terminal device or a network device may determine the cell activation delay corresponding to a to-be-activated cell based on that a downlink spatial filter of a downlink signal of the to-be-activated cell and a downlink spatial filter of a downlink signal of an activated cell are the same or different. In this way, the terminal device sends CSI within the activation delay. The network device is to receive the CSI within the activation delay, and determines, depending on whether the CSI is received, whether the to-be-activated cell is successfully activated, the terminal device and the network device can determine a proper activation delay, to avoid a case in which the terminal device and the network device mistakenly determine, due to an excessively long or excessively short activation delay, whether a secondary cell is successfully activated.

    Abstract: A communication method and apparatus are provided, so that a terminal device performs a plurality of uplink transmissions simultaneously. The terminal device may determine at least two actual transmit powers based on expected transmit powers respectively corresponding to at least two uplink transmissions performed simultaneously, and a first maximum transmit power of the terminal device and/or second maximum transmit powers corresponding to the at least two uplink transmissions, and then perform uplink transmission simultaneously based on the at least two actual transmit powers. In this way, the terminal device may determine actual transmit powers for the plurality of uplink transmissions performed simultaneously, to simultaneously perform the plurality of uplink transmissions (for example, simultaneously perform uplink transmission by using a plurality of stations or antenna panels), thereby improving an uplink throughput.

    Abstract: A method and an apparatus for determining a status of an antenna panel. A terminal receives configuration information including at least one downlink signal resource set. When determining that a first antenna panel corresponding to a first downlink signal resource set is turned on, the terminal measures quality of a resource in the first downlink signal resource set by using the first antenna panel, and sends first feedback information. The first feedback information may indicate the quality of the resource in the first downlink signal resource set. When the first antenna panel is turned off, the terminal skips measuring the quality of the resource in the first downlink signal resource set, and sends second feedback information. The second feedback information is used to indicate that the first antenna panel is turned off.
