The method includes: sending first information to at least one second terminal device, where the first information is used for assisting the second terminal device to select or reserve a cycle resource for data transmission; or the first information is used for assisting the second terminal device to select or reserve a cycle resource for transmission of trigger information; or the first information is used for assisting the second terminal device to select or reserve a cycle resource for transmission of assistance information, where the trigger information is used for triggering the transmission of the assistance information, and the assistance information is used for assisting a third terminal device to select or reserve a resource for data transmission.
