    Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a master node (MN) may receive information indicating one or more candidate target secondary nodes (SNs) for a multi radio access technology dual connectivity (MR-DC) handover of a user equipment (UE), wherein the information indicates that the one or more candidate target SNs are associated with direct forwarding paths with a source radio access network (RAN) node of the UE; select a target SN from the one or more candidate target SNs based at least in part on the received information; and perform the MR-DC handover of the UE, wherein the selected target SN is different than the source RAN node of the UE, and wherein a configuration of the MR-DC handover is based at least in part on a direct forwarding path between the selected target SN and the source RAN node.

In some aspects, a user equipment (UE) may receive configuration information indicating, for each of multiple candidate target primary secondary cells (PSCells), a lower layer triggered PSCell addition or change configuration. The UE may transmit a measurement report indicating beam-level measurements and cell-level measurements associated with the multiple candidate target PSCells. The UE may receive, via lower layer signaling, a PSCell addition or change command indicating a candidate target PSCell, of the multiple candidate target PSCells, that is to be accessed. The UE may perform, based at least in part on receiving the PSCell addition or change command, a PSCell addition or change procedure associated with the candidate target PSCell based at least in part on a corresponding lower layer triggered PSCell addition or change configuration for the candidate target PSCell.     Abstract: The user equipment (UE) may evaluate link qualities between the UE and target primary secondary cell group (SCG) cells (PSCells) respectively associated with target secondary nodes, select a target PSCell from the target PSCells based on the link qualities and execution conditions respectively associated with the target PSCells of the target secondary nodes, initiate a conditional execution procedure to connect to a target secondary node corresponding to the selected target PSCell, and responsive to a source SCG state corresponding to a source PSCell of a source secondary node being a deactivated state, perform either: changing an SCG state at the UE to an activated state and performing a random access channel (RACH) procedure on the selected target PSCell to perform the conditional execution procedure to connect to the selected target PSCell, or maintaining the SCG state at the UE as the deactivated state without performing a RACH procedure.

In some aspects, a user equipment (UE) may perform radio link monitoring (RLM) reference signal measurements on a primary secondary cell (PSCell) while the UE is operating in a secondary cell group (SCG) deactivated state. The UE may perform beam failure detection (BFD) reference signal measurements while the UE is operating in the SCG deactivated state. The UE may transmit, to a master node associated with a master cell group (MCG), an SCG failure information message based at least in part on one of: a PSCell radio link failure (RLF) detection based at least in part on the RLM reference signal measurements, or a BFD based at least in part on the BFD reference signal measurements.
