Abstract: Embodiments of this application provide a next hop determining method. The method is applied to a BIER domain based on bit index forwarding routing, and includes: A third device obtains first BIER information of a first device, an attribute of the first device, second BIER information of a second device, and an attribute of the second device, where the first BIER information includes a bit forwarding router identifier BFR-id of an edge bit forwarding router BFR in a sub-domain, and the second BIER information includes the BFR-id of the edge BFR in the sub-domain. The third device determines, based on the first BIER information, the second BIER information, the attribute of the first device, and the attribute of the second device, a next hop to the edge BFR in the sub-domain.

Abstract: This application provides a packet sending method. Abstract: In a method for managing a VPN, a routing device establishes a BMP session with a BMP server. The routing device allocates a VPN label associated with a VPN instance, wherein the VPN instance is used for communication between the routing device and another routing device. Then, the routing device sends, to the BMP server, a BMP message that carries the VPN label. Because the routing device sends the VPN label through the BMP message, the routing device does not need to establish a BGP peer relationship with the BMP server to send the VPN label.

Abstract: A packet processing method includes a second device that sends a first packet to a first device, where the first packet includes a first segment routing header (SRH). After receiving the first packet, the first device determines whether the first packet includes a first segment identifier. When the first packet includes the first segment identifier, the first device deletes the first SRH, performs an encapsulation operation to generate a second packet, and forwards the second packet. That is, when a function or an indication corresponding to the first segment identifier is to perform the encapsulation operation, after receiving the first packet, the first device may delete the first SRH in the first packet based on an actual case, and perform the encapsulation operation to generate the second packet, where the second packet does not include the first SRH.
