Abstract: Light-emitting base plate and method for preparing the same and a light-emitting device is provided, relating to the field of display technology. The light-emitting base plate includes a substrate, a functional layer disposed at one side of the substrate, and a first insulating layer and a first electrode layer stacked at one side of the functional layer away from the substrate, the first insulating layer is located between the functional layer and the first electrode layer; wherein the functional layer includes: a first electrode wiring located at the display area, an electrode signal bus located at the frame area, and an electrode signal leading wire connecting the first electrode wiring and the electrode signal bus; the first electrode layer is connected to the first electrode wiring by a first via hole provided at the first insulating layer.
