    Abstract: Provided in the present application are a report sending method, a terminal, a base station, an apparatus and a storage medium. The method comprises: according to an identifier of a first MRB, which is configured by a target base station for a QoS flow of a target MBS service, determining an identifier of a second MRB, which is configured by a source base station for the QoS flow of the target MBS service; and by means of a packet data convergence protocol (PDCP) entity corresponding to the identifier of the second MRB, sending, to the target base station, a PDCP state report for the QoS flow of the target MBS service. In the embodiments of the present application, by means of using a PDCP entity which has been established for a first MRB of a source base station before switching, the release and establishment processes of a PDCP entity corresponding to a second MRB are prevented from being triggered during the switching to a target base station, thereby guaranteeing lossless transmission based on a PDCP state report, and guaranteeing the reliability of data transmission.
