Methods and apparatus, including computer program products, are provided for measurement delivery. In some example embodiments, there is provided a method. The method may include receiving information to configure a user equipment to perform one or more measurements and to configure the user equipment to report, when requested by a network, the one or more measurements; receiving a request from the network to report the one or more measurements configured based on the received information; and reporting, in response to the request from the network, the one or more measurements to the network, without regard to measurement event reporting. Related apparatus, systems, methods, and articles are also described.
Abstract:
Various communication systems may benefit from well-defined measurement requirements. For example, measurements for multi-broadcast single-frequency networks (MBSFNs) may benefit from definition of minimum measurement requirements related to, for example, reference signal received power (RSRP) and reference signal received quality (RSRQ). A method may include obtaining MBMS configuration parameters. The method may also include defining generic minimum MBSFN measurement performance requirements, based on the MBMS configuration parameters.

In one exemplary embodiment of the invention, a method includes: measuring at least one characteristic of a secondary component carrier to obtain a measurement result, where measuring is performed by an apparatus while the apparatus is in communication with a network via a primary component carrier with a network access node; and in response to the measurement result of the at least one characteristic being below a threshold, and further in response to receiving from the network access node an activation command for the secondary component carrier, considering the secondary component carrier as being undetectable.
Abstract:
Methods and apparatus, including computer program products, are provided for reversible handovers. In one aspect there is provided a method. The method may include starting a timeout period in response to an event associated with a handover of a user equipment from a source cell to a target cell; and waiting, until an expiration of the timeout period, to detach from the source cell to enable the user equipment to perform a reverse handover back to the source cell. Methods, apparatuses, and computer program products are provided to facilitate load based changes in data offloading thresholds. In the context of a method, the method includes causing measurement of a reference signal received power of a serving cell in the first network to be performed; causing measurement of a reference signal received quality of a serving cell in the first network to be performed; and causing one or more network metrics for a second network to be acquired. The method further includes determining, by a processor, whether the measured reference signal received quality is lower than a reference signal received quality threshold; determining, by the processor, whether the measured reference signal received power is lower than a reference signal received power threshold; and in the case where the measured reference signal received quality is lower than the reference signal received quality threshold: cause the reference signal received power threshold to be adjusted; determine whether each of the acquired network metrics for the second network meet an associated network metric condition; and if all the associated network metric conditions are met, data offloading can be performed from the first network to the second network; and in the case where the measured reference signal received power is lower than the reference signal received power threshold: cause the reference signal received quality threshold to be adjusted; determine whether each of the acquired network metrics for the second network meet an associated network metric condition; and if all the associated network metric conditions are met, data offloading can be performed from the first network to the second network. A corresponding apparatus and a computer program product are also provided.

Methods and apparatus, including computer program products, are provided for limiting connection setup after a failure. In one aspect there is provided a method. The method may include disconnecting, at a user equipment, a first radio resource control connection due to a failure; and determining, based on a state of at least one of the user equipment or an application included at the user equipment, whether to inhibit, after the failure, a connection setup by the user equipment.
