One method includes determining whether a first size of a first SIB is greater than a remaining size in a SI message. The system information message includes a second SIB having a second size. The method includes, in response to the first size of the first SIB being greater than the remaining size in the SI message, segmenting the first SIB into multiple segments including a first segment and at least one second segment. A segment size of the first segment is less than or equal to the remaining size in the SI message. The method includes including the first segment of the multiple segments of the first SIB in a third SIB. The system information message includes the second SIB and the third SIB.

The first user equipment uses the set of resources to determine resource reselection.
