Urging means 63 urges the arrangement member 62 toward the first position F1. While winding a webbing 2, a second maintaining portion 77 of the movement member 70 maintains the arrangement member 62 at the second position F2. Release portion 78 of member 70 releases the arrangement member 62 toward a first portion 74, where the member 62 is kept at the first position F1.
