The invention can be used to solve transmission of the energy-saving information between base station devices of a network, and avoid the problems, for example, handoff and coverage loss caused by the base station being required to be shut off due to reasons such as energy saving, etc., thus guaranteeing network performance and user experience when the base station is performing the energy saving operation.
