There are provided a novel herbicidal composition and method for controlling weeds, the composition comprising the uracil herbicide of Compound A wherein: R1 represents hydrogen or halogen; R2 represents halogen or cyano; R3 represents C1-4 alkyl; R4 represents hydrogen, C1-5 acyl, or benzoyl which may be substituted with R5 which represents one to five substituents selected from the group consisting of halogen, C1-4 alkyl, and C1-4 alkoxy, and at least one compound selected from the group consisting of flurilazole (Compound B), diclonon (Compound C), MON 4660 (Compound D), and benoxacor (Compound E):
