The second information is used to enable the evaluation value of the first parameter to reach the expression value of the first parameter. In this way, the first device may perform an intent management operation based on information about the evaluation value and the expression value of the first parameter. This avoids a case in which the expression value of the intent parameter is improperly adjusted, and improves system running performance.
