A method performed by a terminal includes receiving, from a base station, configuration information for a preemption indication via higher layer signaling, receiving, from the base station, downlink control information (DCI) including a preemption indicator on a physical downlink control channel (PDCCH), the DCI being scrambled by a radio network temporary identifier (RNTI) for the preemption indicator, and identifying resources indicated by the preemption indicator, wherein the preemption indicator indicates the resources where no transmission for the terminal exists.
