Provided is a sheet including a base material comprising a biocompatible material and having at least two independent holes, and a bioactive substance, wherein at least one of the independent holes is an independent hole A containing the bioactive substance, wherein at least one of the independent holes is an independent hole B containing no bioactive substance, wherein a maximum diameter of the independent holes is less than 0.2 mm.
