A blast conduit is positioned within the casing so as to receive the discharge from the primer and to direct the discharge toward the opening in the casing. A projectile is positioned within the casing and includes an ejectable plug that, before the discharge of the primer, closes the opening in the casing. A flexible tether connects the plug to an oil-saturated pad is positioned adjacent the primer and a solvent-saturated pad positioned between the plug and the oil-saturated pad.
