A fastener engaged to the housing can selectively engage a rearview mirror or window of a vehicle so that the housing is removably engaged to the rearview mirror or the window, with the first face of the housing being visible through the window. A plurality of light emitting diodes is engaged to the housing and is positioned in an interior space defined thereby. The light emitting diodes selectively emulate a waving hand.
