Systems and methods provide inter-band EN-DC coverage combinations to wireless devices in a cell wherein each inter-band coverage has corresponding handover criteria. The method includes determining a power class for at least one wireless device, wherein the power class is one of a high-power class and a low power class. The method additionally includes comparing the handover criteria of at least two inter-band coverage combinations to identify relaxed handover criteria and assigning the high-power class wireless device to an inter-band coverage combination having the relaxed handover criteria.
