An example method includes identifying, at a user equipment, that data exists to be transmitted to a destination address, the destination address encoded into the data. An indication is transmitted that the user equipment will transmit the data, the data to be transmitted without establishing a bearer with a wireless network. The data is encoded into a preamble of a random access channel message. The random access channel message is transmitted.
