The method may include: receiving a resource allocation request sent by first UE, where the first UE is any UE within coverage of a base station; when the resource allocation request carries a transmission resource index obtained by the first UE through listening, allocating a transmission resource to the first UE according to the transmission resource index; and sending the allocated transmission resource to the first UE.
