Provided is a porous member that is formed without using a paste process. Also provided is a method for manufacturing said porous member. The porous member is characterized by having a core layer and a porous surface layer which both comprise the same polymer feedstock, wherein the surface layer is integrally formed on the surface of the core layer with no adhesive layer therebetween. A porous member such as this can be manufactured by making the surface of a polymer base material porous; specifically, said polymer base material is dipped in a solvent that can dissolve the polymer base material and subsequently freeze-dried.
